KIPO will Cooperate with ASEAN over Capacity Building and AI Utilization

In the first week of September, Commissioner of Korean Intellectual Property Office (KIPO) KIM Wan-Ki attended the 7th ROK-ASEAN Heads of IP Offices Meeting held in Bandar Seri Begawan, Brunei.

Since launched in 2018, the high-level cooperation channel in the area of intellectual property (IP) between the Republic of Korea and ASEAN has opened up precious opportunities every year for both sides to explore common interests and explore mutually beneficial cooperative projects.

This year the heads from 11 national IP offices put their focus on how the offices could cooperate with each other to enhance the overall IP capacity of the region and better deploy the artificial intelligence (AI) technology into the IP administration. Such dialogue came as part of the joint effort to make concrete steps under the <Joint Declaration between Korea and ASEAN on Intellectual Property Cooperation 2022> adopted at the 5th Heads of IP Offices Meeting held in Seoul, Korea, in 2022.


KIPO's IP education system and learning content making their way into ASEAN

At the meeting, KIPO agreed to share its experiences and knowledge with ASEAN IP offices, in a way to help their endeavor to establish their own Learning Management System (LMS). Over two decades since 2002, KIPO has accumulated extensive experiences in developing and operating various learning/training courses to different audience groups. The heads discussed the possibility for KIPO's affiliated organization, specialized in IP education and training, to participate in the ASEAN LMS setup process, which implies a looming opportunity to export KIPO's highly sophisticated IP education system to other countries. KIPO also agreed to provide ASEAN IP offices with online learning content it has developed and operated for other developing countries.


Transfer of Know-hows in Using Artificial Intelligence to Make IP Administration More Efficient

KIPO introduced how the office has deployed the AI technology across the board in a phased way from automatic translation and classification to search and customer services, and how such effort has enhanced work efficiency so far. Wishing to help the similar effort the ASEAN offices are making, KIPO agreed to make the most of the existing KIPO-WIPO joint workshop on AI capacity building where they could participate in and get useful ideas. ASEAN IP offices expressed their high interests in such program, asking for KIPO's continued attention and assistance.


Bilateral Meetings with the United States (USPTO), Singapore (IPOS), the Philippines (IPOPHL), and Brunei (BruIPO)

Commissioner Kim also attended separate meetings with four IP offices to discuss more concrete topics with each office. With the USPTO, he discussed bilateral cooperation on enhancing examination quality for certain high technology areas such as AI, semiconductor, secondary battery and bio. In each meeting with IPOS and IPOPHL, the delegations discussed effective deployment of AI technology in establishing efficient IP administrative system. With BruIPO, the heads took note of the ongoing collaboration under the KIPO-led consulting project for IP workforce capacity building.

"KIPO will value the momentum created by the heads meeting which took place in the year that marks the 35th anniversary of the establishment of diplomatic ties, and will remain committed to enhancing Korea-ASEAN IP cooperation and creating an innovation ecosystem for sustainable development," he added.
