the offices share the information of prior art relied upon during substantive examination and

expedite the examination process as compared to normal requests for patent examination

(The procedure is initiated upon the request of the applicant and the final decision is determined by the respective patent office.)

        being maintained between the offices

    ④ A cooperative examination program in which the final decision
        can be predicted at an early stage of the examination
        was needed.
